This is an interesting article for several reasons.
One is the date. It indicates the speed at which news sometimes traveled on the frontier. The article is dated September 3rd, 1 day after the surrender of Red Bird at the Portage. It mentions that the HoChunk refuse to meet with Cass at Green Bay, in fact they do, at the begining of August, which probably directly led to Red Bird's Surrender. The movements of Atkinson, Whistler and Dodge also date the information to sometime in early to mid August.
Perhaps the most intreaguing detail is the mention of 400 Indians at the Four Lakes. When Red Bird surrendered he was accompanied by a very large group. Could these 400 Indians be that same group?

Thanks for your comments, Pete. The date of the "St. Louis Observer" is actually September 5th - OK - the news arrived on the 3rd and it was published on the 5th ...
Glad you found the article of interest.
